The Trump administration has initiated moves to revoke the parole of approximately 532,000 migrants from Cuba, Haiti, Nicaragua, and Venezuela who were admitted to the United States under a humanitarian parole program established during the Biden administration. Effective April 24, this initiative aimed to expedite deportations among these groups.

Court Intervention

On Thursday, a federal judge in Boston issued a protective order against this attempt, potentially complicating the directive outlined in an email sent to some migrants. This email emphasized that it would not impact individuals who had “otherwise obtained a lawful basis to remain” in the U.S.

Legal Confusion and Reaction

Lauren Regan, notable attorney and founder of the Civil Liberties Defense Center, highlighted the uncertainty surrounding the implications of this email on affected immigrants. Many of these individuals lack access to legal representation, which adds to their anxiety about the potential loss of their status.

“So many people don’t have a lawyer, or their lawyer has 6,000 clients,” said Regan. “This completely overloads the attorneys who often provide pro bono services to immigrants.”

Immigration attorney Michael Micheroni noted that due to the ongoing changes in immigration enforcement practices, many migrants receiving this email may be left in a state of fear and confusion.

Contents of the Email and its Authenticity

Complications arose further when the context of this email became murky. The communication seemingly linked to an announcement by Elon Musk’s Department of Government Efficiency (DOGE), which reported that the Customs and Border Protection (CBP) had identified a subset of individuals with criminal records or on the FBI’s Terrorist Screening Center watchlist, resulting in the termination of their parole.

CBP spokesperson Beckham did not clarify whether the email was specifically targeting these individuals nor how many people received it.

Regan also pointed out that the process of communicating changes in immigration status via email is unusual, as recipients typically receive such notifications in person or through certified mail.

“It is absolutely not common for a change in legal immigration status to arrive via email,” Regan asserted. “This raises questions about its legitimacy.”

Many migrants lack email access altogether, which could exclude them from receiving critical updates about their legal status.

For individuals in the immigration field, the ongoing changes and uncertainties bring additional stress. Micheroni conveyed that even those well-versed in immigration law have been approached by concerned family and friends asking about what to do if their legal counsel becomes unavailable.

“If people in my life are feeling this way, and this is what I do, I can’t imagine what it’s like for those who don’t fully understand immigration law,” Micheroni remarked.
